IH-635 (LBJ) Managed Lanes

Described by state transportation leaders as the most comprehensive and complex project of its type in the country, the approximately 17-mile LBJ Express project consisted of reconstructing the motorway alignment to provide continuous frontage roads, general-purpose lanes, and approximately 13 miles of new express managed toll lanes. Drivers now have the choice to remain on the free, main lanes or to opt for the new high-speed, express lanes with adjustable toll rates. The LBJ Express improvements were designed, financed, built, operated and maintained by the LBJ Infrastructure Group – a public-private partnership (the Developer) led by Cintra of Spain. The concession agreement or lease formally began on September 4, 2009 and will last for 52 years before being returned to TxDOT for continual operations and maintenance. Construction began in early 2011 was completed in 2016.

Services Provided
As the lead Quality Inspection firm for this project, Dikita was responsible for ensuring the Quality Program was functioning and compliant with the scope of work. Dikita was contracted directly with Trinity Infrastructure, LLC – a partnership between Ferrovial-Agroman and W.W. Webber, LLC (the Design/Build Team) for the Developer. Additional responsibilities included: implementing the Quality Plan; conducting and documenting field Quality Assurance; providing records related to the quality system to Document Control; determining the disposition of all nonconformities and implementation of corrective and preventive actions; distributing relevant QA/QC documentation to site subcontractors; verifying that the quality-related site activities are in accordance with the applicable codes and standards. Other services offered included: training for and planning Quality Audits; assessing the Quality System of a bidder prior to award of any procurement package; exercising the authority to stop work for quality-related issues.
