Lucious L. WilliamsChairman of the Board
Lucious is the soul and strength behind Dikita Enterprises, Inc. He has dedicated 4 decades of his career to the public engineering consulting industry. As founder of the firm, Lucious has been deeply involved in the growth of the AEC division mainly focusing on the marketing, business development, and administration aspects. With majority of his business experience in the Dallas – Fort Worth Metroplex, he has acquired extensive knowledge of local issues, allowing him to contribute significantly to the advancement of the entire city. Leveraging this wealth of knowledge, he actively works towards fostering citywide progression and growth. He’s pushed for the improvement of several local councils and chambers, setting the stage for industry advancement and cultivating fertile ground for minority businesses to grow. He is a proud Korean War Vet and enjoys playing golf.
Evalynn A. WilliamsPresident & CEO
Evalynn, better known as “Eve”, has more than 37 years of experience in management and accounting with the firm. After serving 27 years as the company’s CFO she became the President and CEO in 2010.
She has since led the company to new heights. Following and guided by her father, the company has continued to grow and thrive in new markets and obtain larger notable projects. Eve has been instrumental in the company’s growth nationally, securing contracts with major public authorities from California to New York, and locally including Dallas Area Rapid Transit (DART), TxDOT, DISD, Texas A&M, City of Dallas, DFW Airport and many others.
Beginning in 1983, the firm became the trailblazer for securing prime minority contracts with most of Dallas’ major public agencies. In her quest for success to secure prime contracts with majority-minority participation, she has continued to spread wealth. Unprecedently, in 2016, Dikita completed a prime role as a 49% JV partner designing and managing the construction of DART’s last 3 miles of light rail from Ledbetter to UNT, while orchestrating an unparalleled 60.4% minority participation among 15 minority consultants on fees of $14 million dollars. She has also led the firm in 2 ongoing consecutive 6-year plus $4B Dallas Independent School District (DISD) Bond Programs as a prime program manager, today totaling $48M in revenue with an average of 95% MBE participation. Dikita was the first African American firm to ever serve as a Program Manager for the District’s bond programs in 2016.
Due to her exceptional track record and accomplishments amassed over the years, she has gained the trust of clients, communities, and her professional staff. Eve is very sensitive to growing her employees by training them well enough so they can leave but treating them well so they will not want to. Everyone who knows and works with her will declare that she will push you to be the best you can be. Her motto: “In order to become great you must practice being great. Give it 130%.” She will continue to push the organization into utilizing new technology, venturing into new markets, and offering new services to current and new clients. In October 2020, she became the first African American female to chair the Business Members Board of Governors at the American Public Transportation Association (APTA), a nonprofit international association of more than 1,500 public and private sector member organizations.
When she is not working, she enjoys jet-setting with her father and 2 daughters.
David A. Zobrist, AIA, NCARBChief Operating Officer
Our Chief Operating Officer, David, better known as “Dave”, has more than 40 years of experience in management and leadership, serving 20 of those years running his own PM and Design firm. Dave has a unique mix of business and management expertise with a reputation for strong leadership, integrity, and imagination. He is an essential force as COO and Program/Project Manager, collaborating to shape and propel the organizational vision and operational strategies. With expertise in streamlining processes, achieving revenue goals, and reducing costs, he skillfully offers tailored solutions for each project. With his PM experience from the pre-design phase through occupancy of client buildings & spaces, as a Program/Project Manager, he works with clients to identify and protect the client’s project goals, scope, schedule, budgetary and quality requirements. He is passionate about bringing innovative solutions to the company and both public and private sector projects. He is adept at developing and deploying company growth plans and robust professional service methodologies. Dave is also a licensed Architect in Texas, Arizona, Arkansas, Colorado, Florida, Illinois, Louisiana, Missouri, New Mexico & Oklahoma.
Dave enjoys spending time with his daughters, and grandkids; fiancés’ sons and grandkids; along with his favorite pastime reuniting with his 70’s rock-in-roll band performing special benefit concerts, writing, and recording.
Walter D. DansbySenior Vice President
Walter, Senior Vice President and distinguished education industry veteran of more than four decades, currently oversees the firm’s $4B Dallas Independent School District (DISD) Bond Programs. Walter is a conscientious leader and has served in many roles including – assistant principal, principal, executive director of instruction, coach, assistant superintendent, deputy superintendent of construction services and superintendent. He has 17 years of experience with K-12 bond program management, maintenance and construction and has directed more than $5B in bond-related programs. He works with an established bond team consisting of staff and program consultants who have knowledge and experience in managing, executing, and facilitating design and construction projects. Walter has unprecedented ties to the community serving on dozens of boards and is committed to multiple industry organizations. In his pastime, he cherishes time playing with his grandchildren. Also, perhaps as a potential close second to Jay Leno’s collection, he enjoys collecting antique cars.
David F. Tayyari, P.E., CCM, PMP, CFM, LEED AP, ENV SPVice President
David, Vice President, has over three decades of work experience in national and international project management, civil engineering, and construction administration services for government agencies, education authorities, and private site developers. David is adept in planning, civil engineering design, QA/QC, and construction services. His experience and knowledge encompass engineering and management of transportation, light rail, municipal, and site development projects. David is also environmentally conscious, holding certificates as an Accredited Professional in Leadership in Energy and Environmental Design (LEED AP BD+C), with a holistic approach to planning and design based on a framework for evaluating community, environmental, and economic benefits of infrastructure projects (ENVISION SP). He is a licensed professional engineer in the States of Texas and California and a certified floodplain manager (CFM).
He enjoys spending time with his wife and two sons; otherwise, his favorite pastime is learning new skills and gardening.
Gary Barnett, PMPManager of Transit Research Transit Studies - DMS
Gary has over 15 years of transit data collection and management experience. Gary is an astute project manager with exceptional experience in planning and implementation. He is extensively involved with various aspects of projects including the coordination, survey design, scoping, scheduling, staffing, QA/QC, and implementation. He consistently maintains excellent working relationships with clients and stakeholders. He exhibits a strong focus on supporting cross functional teams, guiding them to a successful project and reaching or exceeding client expectations and project goals. Gary is a respected professional with unique knowledge of strategic planning, team building, project development, and process improvement. Gary currently manages the firm’s contract with DART and a staff of 15 employees including programmers, supervisors, data specialists, and surveyors.
Gary loves spending time with family and is an avid golfer. He spends quality time reading and researching. Gary leans on his faith and is a leader in multiple ministries. He advocates for helping people in the community.
Aaron JohnsonDeputy Program Manager
Aaron, Deputy Director of our Dallas Independent School District (DISD) Bond Programs, has more than 27 years of experience in many types of management services which consist of Program Management, Project Management, Construction Management and Design Management Services. Aaron currently assists in managing over 28 school projects at DISD which consist of $600 Million worth of construction. Aaron also supports a staff which consists of 8 Project Managers and 6 Control Members. He has worked with Dallas ISD on multiple projects which include; South Oak Cliff High School, Macon Elementary School, Edna Rowe Elementary School and Zaragoza Elementary School, Urban Park elementary School, Louis A Bedford Jr. Law Academy, Albert. C. Black Elementary, John Q Adams Elementary, John Lewis Social Justice and Martha Turner Reilly Elementary School. Apart from his professional achievements, Aaron treasures spending quality time with his family.
Murtuza Kachwala, PMPAssistant Director
Murtuza is a dynamic and results-driven professional with a background marked by excellence in project management and leadership, boasting 14 years of expertise in design and construction. With an academic background encompassing a Master of Construction Management Technology and a Bachelor of Architecture, Murtuza brings a wealth of knowledge and expertise to his role. As an Assistant Director, he has demonstrated his ability to proactively manage expectations, mitigate risks, and optimize costs while overseeing a diverse portfolio of projects ranging from $5 million to $65 million.
Prior to his role at Dikita, Murtuza served as a Project Manager managing both commercial and residential projects. His responsibilities included creating detailed Construction Risk Assessment Reports and ensuring top-notch quality control.
Beyond his professional pursuits, Murtuza is an enthusiast of outdoor activities, from mountaineering and hiking to camping. His diverse range of interests includes sports such as volleyball and soccer, as well as engaging in DIY projects
Stephanie Rodriquez, RTSBAProject Controls Manager
Stephanie is a highly skilled Project Controls Manager with nearly a decade of experience in project management, cost control, cost estimation, scheduling, risk analysis, resource management, and strong analytical problem-solving abilities. With a Master of Business Administration and a Bachelor of Business and Human Resources, Stephanie, an accomplished budget analyst, bringing 7 years of dedicated experience in financial analysis and budget management to her role. With expertise in developing, implementing, and monitoring budgets, she has a proven record of optimizing financial processes to drive cost savings and enhance fiscal efficiency. Moreover, Stephanie excels in providing data-driven insights to support decision-making and ensure the financial well-being of Dikita’s Dallas Independent School District (DISD) Bond Program projects. Her commitment to delivering results in a fast-paced, dynamic environment is evident through her meticulous attention to detail.
In addition to her professional achievements, Stephanie is a dedicated martial artist, instructor, and world traveler, exploring new horizons with her husband, adult children, and grandchildren.
Vishali Kundi, PMPDirector of Project Controls
Vishali, holds a Bachelor of Architecture and a Master of Construction Management degree, has almost 25 years of experience in the project controls and construction industry. She started her career as an intern with an Architectural firm during her bachelor’s degree, where she designed an engineering college, commercial buildings, and individual residences. Later, she joined Cushman & Wakefield as a project coordinator/engineer/scheduler, successfully managing their multimillion-dollar worth GE Capital International Services Business Processing Centre in India.
During her 12 years of service with the City of Fort Worth, she successfully led project controls functions for various sectors including Transportation Public Works, Water & Wastewater, Aviation, IT, Parks and Recreation, Facilities & Property management, Development Services, Police & Fire, and Finance Management. Her remarkable contributions include working on multiple critical capital projects, bond program planning and execution, and the development of an internal PMIS Tool to replace the project controls system for the city.
She is also a dedicated family-oriented person who loves cooking and vegetable gardening, inspired by her family’s love for vegetation.
